(We were all newbies once and we all had to start somewhere.)  Additionally, my past experiences have also let me see legitimate users, who have a secondary account with zero/low feedback, use that account to step up the bid on an item in which they are interested, in order to see what the maximum or potential maximum bid is - WITHOUT BECOMING THE HIGH BIDDER.  I DO NOT allow this as it undermines the auction process - your bid will be cancelled and the User ID blocked - Furthermore, thou shalt have a paypal account - no exceptions - this ensures you are a legitimate bidder. Phyllis' 10 Commandments: 1). If you are a Zer0-Feedback Bidder w/account older than 30 days == Thy Bid shall be cancelled/UserID Blocked - no exceptions. My advice - build up your feedback by using Buy It Now's.   2). If you have Two (2) Feedbacks or less - regardless of account age == Thou shalt email me before bidding or else I will immediately cancel the bid and block the User ID - no exceptions.   3.) I shall reserve the right to cancel any bid and/or block any User ID for any reason that I deem to be in the best interest of a fair auction.   4.) I shall reserve the right to cancel all bids and end the auction early if an item for sale on ebay AND outside of ebay, sells. If an item is for sale outside of eBay, it will be noted in the item description. I start the majority of my auctions at .99 cents and do not cancel auctions just because I don't like the current bid price. If it's up on ebay, it's because I'm willing to sell it for whatever price the current market will bear.   5.) Thou art assumed to be godly. Due to eBay's new rule (sellers can't leave negative feedback), it is just a matter of time before ALL BUYERS will have 100% feedback. (I wonder which genius thought that one up).  Consequently, as a seller, I will not be able tell if a buyer is ungodly or not. Therefore, for the time being, I shall assume that all buyers are not evil - everyone's 100% feedback will attest to that - and the following policy is in effect: You Pay - I leave you positive feedback - simple.   6. Thou shalt Pay within 10 business days - on the 11th business day, you will be declared an evil-ebayer and shall be excommunicated - I will file a non-paying bidder dispute and re-list the item. If for some planets-are-not-aligned reason you cannot make payment within this generous time frame, at least email me and tell me your cat ate your bird  - or something - anything can be resolved but only under the auspices of on-going communication.   7. Thou shalt read EVERYTHING in the Item Description! If you need clarification on anything, email me before bidding and I will do my best to answer your questions. Do not assume that I am perfect and got it right the first time - if you think there's a mistake or mis-representation, then email me and set me straight. Don't be a Mercer, WI resident and bid before you disagree with something.   8. Shipping: My shipping prices are based on weight and POTENTIAL USA/Canada destinations. Just because you live next door to me doesn't mean you get a discount - I'm still going to charge you the same mainly because you never gave me back that cup of sugar. It takes gas, packing materials, time and effort to get your item in the mail as soon as possible - I ship everyday of the week when possible. If you don't agree with the shipping charges - do not bid - simple.  Where possible, I will combine shipping if feasible and you say pretty-please - with cherry on top - and whipped cream, mmm. yum (some items obviously do not go together, e.g., sewing machine with shot glasses). Again, don't be a Mercer, WI resident and bid before you disagree with something.   9. Returns: Heaven forbid you screw an item up and try to blame it on me.  Bottom line - All Sales Are Final. I guarantee all my computer/electronic equipment NOT to be DOA (dead on arrival).  All the techno stuff is tested where possible and to a reasonable extent by my husband - a certified computer technician/programmer who has been in the business for over 15 years. If you want to talk techno-jargon, then talk to him and explain why you think you broke it. If you simply don't understand how to work something, don't invent excuses, he's a nice guy and will explain to you how to get it up and running. Shoot off an email or in most cases you can call him direct. For all other knick-knacks and what-nots, I carefully inspect for dings/rips/tears/blemishes/just plain but-ugly/scratches/missing parts/ticks/lice and note them in the Item Description.  Additionally, I maintain a serial number database and photo library of all the items I sell and will compare to any item that might be branded as defective. Now, if for some reason an item does need to be returned (do not return without authorization), you are initally responsible for return shipping charges. If your item is found to be defective, then I will refund your return shipping charges and re-ship for free if the item can be fixed OR I will give you a full refund - including all shipping charges. If the item is found not to be defective, then you are responsible for all shipping charges. Sounds fair to me. Damage while in transit is not a seller's fault. If you want insurance on any item, add $1.70 to your payment for items under $50 and with USA destinations - email me for all other amounts/destinations. Theft from your mailbox, theft from your next door neighbor who accepted the package, is not a seller's fault. Steal the offending neighbor's parakeet and hold it for ransom.   10. Finally, commandment number 10 here covers anything I forgot in the first 9. heh :P  -  oh, one more thing -  thou shalt honor Phyllis all the days of your auction life so that thy days may be long on the ebay in which the lord, thy internet service provider, giveth thee. (In other words, don't be rude, I'm a firm believer in an eye-for-eye.
