This is a used Family Grain Mill and Flaker attachment with a manual crank base.  The small plastic part attached to the board is cracked and will need replaced.  You clamp the mill on to your counter for grinding.   It will easily grind wheat, oats, rye, barley, spelt, buckwheat, millet, rice, kamut, spices, some dried herbs, sesame, soybeans, etc.
